It's called a safari suit in India. Some more traditional Indians wear them instead of suits in suit wearing situations. Even more traditional Indians wear a long shirt with a vest and drawstring trousers. I forgot the name for this, but it's very traditional.

I've been to events in India many times (I'm British Indian) and I've never seen anyone wear something like that. Most men in India would wear a kurtha in traditional settings or a suit (Nehru suits are still common though.) Traditional Indians don't wear that outfit in the first picture, sorry. Maybe in the past but not anymore.

I've been many times too. 8 in fact. Last time I was there was in 08. I saw it in South India. Not the exact fabric, but I've seen a fabric without the windowpane made into a safari suit.
