I've never seen a person with big "upper" pecs, or big "lower" pecs. Just because a body builder performs an incline bench, or decline bench, does not mean they're doing so because they think it's going to make their upper or lower pecs larger in comparison with the rest of their chest. I'm not trying to oversimplify training techniques, I've just never seen a single example of what you're describing. The look you're most likely describing is due to bone structure and genetic makeup.
