I've been happy with the jersey Ts from american apparel. You can usually find them for pretty cheap on ebay

I'm also going to college/university, and its gonna be my first year. For footwear, moccasins will look nice. If you want you can get a pair of casual boots like Clarks Desert Boots. For the winter, nothing better than a pair of Redwings GT or the Wolverine 1000 Mile Boot. For pants, I think you're fine with those chinos; just pick up a pair of raws (If you're new start off with APC or N&F). I got a pair of APCs, sized down 3 for a slim fit. I'm probably gonna wear them most of the time during college/university. As for tops, I suggest polos and buttoned-up shirts in the summer. For tops, you don't have to go full out and spend 100+ on them. Just get a few quality ones (100+) and some not-so quality ones. (You wouldn't want to spend 100+ on a bunch of sweaters and shirts each time). For quality tops, obviously Rag & Bone, Wings + Horns, Gitmans, APC, etc. I suggest going to Club Monaco for tops, as they usually have good ones on sale quite often.

Also, I know exactly where you're coming from. Its the same with me. I'm not impressing anyone, but I like to wear clothes. Nothing wrong with that. Especially for me, I've been wearing uniforms my whole life (elementary and high school). Its time to start wearing real clothes again. Good luck to you and your new wardrobe.

+1 on Fuck the others. What s the point in college fashionz if you want to wear rolled up chino+ boat shoes/ Selvedge denim + Red Wing boots like every fucking other person?

IMHO Studying/ Sports/ Relationships >>>>>> Sitting in front of dorm computer worrying about wearing SF approved clothes
