-40/-50 temperatures are closer to being the record low temperatures. It's usually closer to -20, with a good spate of -30 days in January.
People telling you that you need waterproof this-and-that are really not correct, IMO. It's usually pretty dry through most of the winter; the snow will melt on the bottom of your shoes when you come inside, but as long as you aren't traipsing through large snow drifts or jumping in puddles, you should be fine without waterproof footwear in the winter. You may want some waterproof for when the long, slow melt comes in late February and March, but I get along pretty good without.
