Um, no. His comparison may not say anything about, say, whether Japan could produce a bourbon equal or superior to PVW. But it doesn't purport to. He makes very clear what's being compared to what, and what his preference is. That makes perfect sense, even if it doesn't answer some different question that you are more interested in.
Saying "I prefer New York bagels to Chicago deep dish pizza" makes sense and is a perfectly clear statement. It may not settle the question of "which city has the best pizza?", but it doesn't purport to.
