Ehhh, I have bigger thighs and I fit in the NS just fine. Sure the rescues will be fairly tight at first, but they'll strecth.
Then we must be on different wavelengths with what's considered big thighs. I sized UP at one time on NS just to see if they would work and still couldn't fit my thighs in them.
If you can find a pair of jeans that fit in the legs but have a slightly large waist, you can always take it to a tailor. They can take maybe up to an inch or two (at the most) out of the waist and then voila! If I cared that much, I'd do this with my 501's.
According to your measurements, I have "big thighs" and fit into levis 511 just fine. Maybe I'm measuring wrong..
