This happened to me once. I made the decision to shorten the sleeve from the cuff. Now, I had more than 1/4" to shorten. I had more like 1/2". And this was not the result of a mismeasurement. It was the result of a complete screw up on the tailor's part. The sleeves on the suit were PERFECT off the rack. All he had to do was cut the button holes. But for some reason he lengthened (probably accidentally) the sleeves by 1/2".
Nobody in the world but me will every notice that the last button on the sleeves are 1/2" to close to the end. But I do, and it still drives me a little bit nuts. (This was an RLPL, by the way.) Had I to do it all over again, I'd probably take it up from the shoulders using a top flight tailor. If the sleeves only need to go up 1/4", I'd be on the fence.
If you decide to go from the shoulder, I'd recommend Bhambi's. They did very good work on the small number of items I gave them.
