Great 1950s movie with Burt Lancaster about this. The technology is basically the same. It was a load of horseshit then and it's a load of horseshit now.

It is not possible to get water out of the sky unless there is already moisture up there or you transport the water to the sky yourself.

What if you sustain the rainfall throughout the year? The only issue would be the issue of condensation in the summer months, so if you could keep the water cycle going by "forcing" condensation .. it could be possible.
