I think this one is tucked inside so it should be pretty quiet. I'm a light sleeper. On the south side there's the usual chain stuff, a Chez Gerard, Liberty Bounds (a Weatherspoons), Pizza Express, etc.
Across the street is a KFC and a bunch of places that prey on tourists. The Tower Hill station is often closed on weekends so you'll have to hike it to Liverpool Street, Aldgate or over to Monument to get on the tube.
There are a few other hotels in the same area (Novotel and Grange) and they all opened around the same time last decade (so fairly new?). North of there, most of the pubs and establishments cater to the after work crowd and are dead on the weekend (hence you needing to go somewhere else). There's a little dry cleaning place north on Crutched Friar.
