To me, "afford" something means that you can pay for something without significantly affecting your finances and your ability to save money.
Someone with $200k in the bank and no other assets, for example, can buy a brand new Porsche 911, but can he afford it? Obviously not. At least not if that person has the slightest trace of sanity.
If someone's 20 and got a job at McDonald's then he can save most of 2-3 monthly salaries to buy a pair of baller boots, and that might be fine if it's a one-off but in those circumstances that person better be thinking about the future rather than artisinal boots.
Then there's people who are born of rich parents so they can buy whatever they please. But where's the merit in that. :)
