What the hell kind of shoes are these?

I'm sitting in the Vegas airport awaiting my flight, and a guy come and sits across from me with these botched abortions on his feet. At least they have leather soles but what are these monstrosities called?

Kiltie wingtip loafers.

Also, it's kind of weird you'd take a picture for that to post on styleforum.

It's a "Kiltie Loafer", an American speciality (or abomination).

I'm at Toronto airport right now and not only can I see someone wearing similar shoes but I can see far worse

There is no need for those to be loafers.

Couldn't the kiltie fringe equally be concealing a pair of wingtip oxfords?

Everything seems fine to me.... if that is your "thing"

Seriously, they're not my cup of tea, but I don't think there's anything particularly wrong with them. I see much worse daily on my commute.

This is a pretty common dress shoe, at least in the US, among what would be classified as "normal" (meaning nicely dressed but not SF-level) white collar men. Most every recognizeable US shoe manufacturer makes/made these- Bostonian, Johnston Murphy, even Sperry.
