Australia and Russia have certain thresholds, below which no import tax is charged. Other countries have bracketed systems.
The only risk to declaring a lesser value is that it is often the insured value as well. If the package is lost or stolen, this is the amount that would be recouped.

Australia is usually AUD$1,000. Any amount over this, Commonwealth Government applies a 10% Goods and Service Tax (GST) and also import duties etc.
FedEx is a proxy for U.S. economy, so if they are able to rip you off, means the economy is doing well...
