Pretty sure you're measuring the shoulders incorrectly. 17.5" is way too narrow for 38r in base s.

Great suits! Not intending to do threadshitting and I'm sure there is a good explanation but I wonder how the first suit was made in 2011 as can be seen from the arm tag but has an older label as can be seen from this photo:
