Ok thanks for telling me, before I had measured at the stitching on the sides than run into the pits, but I remeasured the chest from the very ends of the fabric, and it equals to 21". Shoulders still stand at 17.5 where the stitching meets, or 18.5 at the very ends of the fabric. I am also a size 40, and the jacket fits true to size (39L). Also, the shoulders hug well and appear to have minimal padding / natural shoulders. Thanks.
