it is extra cash spent by the customer. the upcharge is the lagniappe that the vendor is throwing in

No but they say they are applying for that - in the meantime he will offer a discount to make up for the lack of vat discount

Ok, thanks. They have a Cleverley RTW for 295 gbp which I would buy if they gave a 5% discount and VAT refund.

I've watched his listings too, but if I want a pair of JL seconds I'd be more likely to ask one of our UK members to be my mule for a suitable fee.

I'd contact them by email to see what kind of deal they can give you. You'll almost certainly get a better price if you do the transaction with them off of Ebay, because then they won't have to pay Ebay any fees from the sale.
