This is a fantastic way to get disgusting sweat stains in your pits and onto your dress shirt. Honestly, an undershirt isn't going to make the difference between staying cool and burning up. Just wear one. It can be thin, it can be cotton, and it can serve as a barrier between your pits and your shirt (and your pits and the world, frankly).
I guess you have never been in a high-end retail store that requires its employees to use suits year-round, huh?
They would leave their home and drive to work and drive back. Or if it's in a city, they would take public transportation, which means exposing them to the heat for no more than 15 minutes presuming it's a reasonable distance away.
It's hot. There are two options:
1) Become uncomfortably warm, to the extent of unhealthy bodily function (115 and you're wearing a jacket is ludicrous, I don't care what anyone says, that you're even considering that is actually ridiculous)
2) Change so that you're compromised to a degree that doesn't overly upset you, but makes you more comfortable.
A vest in an appropriate fabric won't add much, but will allow you to still appear a lot more formal than others, even without a tie.
I live in a desert. Compromise or suffer, that's it. Suffering can be unhealthy, very unhealthy.
