I think the problem is that people are congratulating him as if he's a hero when he created the mess to begin with, not to mention he's publicly announcing his efforts. Should people also congratulate normal parents who never say a word about the hardships of raising their children
I'm not sure such a creature exists. SERIOUSLY.
But, to the first point, a bit of praise in the right situation can keep a good thing going for a long time, though the bumps and hassles. It kind of keeps you upright, so to speak, and serves both as a congratulation for the job so far, and - more importantly - sets the public expectation that you won't just abandon your post.
