I'm pretty fucking good at counting cards and this isn't true. The best he could learn in a month is a hi-lo, and the bank roll is way too low. He'd go broke on a bad streak, which will happen even on a 3:2. He won't find single deck. Anything providing a stupid high roi takes a lot of time to learn or involves a lot of risk. If all of you get adderall or vyvanse prescriptions and have part of it covered by insurance you can do it. A tube of 90 60mgs goes for about $90 with insurance. Street price at a university for a 60mg is $6-8 on a regular day and $8-20 during finals. You can sell all 90 with only a few hours, buy the scrips that your buddies have, and be done with it. Edit: if you go the casino route, you're much better off with craps if you don't have time to learn or a high bankroll. You can't beat the house's odds like blackjack, but a few bets reduce their edge significantly enough that you can get temporarily lucky. You'll lose in the long run but may make that thousand in the short run.
