Any idea how to interpret the serial number on these John Lobbs?

I assume that's a UK 9.5, since they're a bit too big for my 9.5 feet, but does the "E" indicate that they're wide?
The other side has the numbers 45407, also handwritten. Sadly, they've been resoled with rubber, but are in great shape, and since they're a tad too big for me, I hope to sell them to someone who'll love them.

Any idea on the maker of these. Ralph Lauren Polo Country. Made in USA. I was hoping Rancourt but thinking probably Hamilton or someone else.
