I finally grew out of them by doing two things:
Committing to washing daily with benzoyl peroxide
This will release oxygen onto the bacteria--which are obligate anaerobes--thus killing them
It will also cause skin cell proliferation
Have to be careful not too overuse, so as not to dry out your skin
Switching my wet shave to a single blade
Multiple blades are designed to pull out the hair with the first few blades, then cut below
the skin with the last blades. This can increase skin oiliness and cause ingrown hairs.
After switching, I hardly ever break out.
The drawback, you need more strokes. I compensated for this by switching to shaving with
glycerine soaps and using a brush. The soaps smell nice, give you great protection, last
forever, and don't dry out the skin like that junk from the can
