Up to a point.

He has a reputation as a practical joker. What could be more memorable than turning up to his fellow old Etonians wedding dressed as Col Gadaffi?

perhaps Germany wouldn't have been so keen to follow them into war, especially with the rebirth of its national identity still being viewed (maybe unfairly) as fragile.
