WTB: High quality formal wear, size 40 (slim)

Looking to buy high quality formal wear (tailcoat and pants) in size 40. Shoulders, seam to seam, must be under 18.5", preferrably 18" or less. Sleeves must be 25.5" if working button holes. Pants inseam depends on rise, but around 32.5" is what I usually wear.
