Well starting with the New Right (Nouvelle Droite whose main thinker was/is Alain de Benoist) in France racism has gone from being universal and biological (let's compare all races and tadam!, whites are superior and so on and so forth) to differential, cultural (all cultures are worthy but incompatible so get these fuckers out of OUR white Judeo-Christian country), the latter discourse is often accompanied by a nostalgic litany about the disappearance of all those beautiful, traditional cultures. Renaud Camus would probably tell you he loves North Arabic culture and show you pictures of trad. garb etc and all that shit but they gotta stay home and not mingle or both our cultures will degenerate into a globalized mush. There is a famous 1971 conference by Lévi-Strauss (called race and culture like one of his previous books) which helped popularize those ideas and pissed off a lot of his earlier admirers.
You’ll note that a lot of anti-racist discourse is, in many ways, related to the latter way of seeing things: “cultural appropriation”, “our roots blabla”, and all that politically correct I respect your culture/traditions/etc. bullshit where you truly want to keep the Other at bay and see no univeralism of our share humanity but a discourse where only black people can identify and understand what is racism through their subjective experience.
