I spend some time in the Roosevelt. I think it is a good choice for a business hotel if you work in Midtown. I wouldn't want to spend a week vacationing in NYC staying there. The East 40s is a business district. Very quiet in on the weekends and during the week busy with business people.

I'd want a nice neighborhood with good cafes, great casual restaurants nearby. That's why is suggested the Tribeca Grand. You walk out of the hotel and up a block and you are in the tree lined, neighborhood area of SoHo. Good restaurants and bars all around. The shopping of Soho and the West Village within walking distance.

70 Park Avenue Hotel also meets this criteria. It's at 38th and Park, and not far from shopping on 5th and Madison. It's a nice hotel.
