Jacket sleeve alteration: shoulder or cuff?

I recently picked up 35 Zegna suits and 15 sport coats, all size 42R and 44R; the problem is that they all have 23" sleeves; way too short for the regular size, and they look kinda silly at that. I want to have them altered, and there is at least 2" to let out in the shoulder, but don't know which route to go. Any help with personal experience; pros & cons.

You cannot make a sleeve longer at the shoulder. The only outlet to make a sleeve longer is at the bottom opening. How can you wear two different sizes?

Don't ever buy suits that far off from your natural size.....

Thanks for your response. I had always heard that you could let out a sleeve via the shoulder, but have never had it done. I will be selling the suits in the fall, so the size is not a factor for me; I will just get more for them if the sleeves were the right length. Thanks again.

Let me ask the question the other way around.

What if the sleeves are too long? Shoulder or cuff?

Always cuff unless working button-holes prevent this.

50 suits and sport coats? Did they fall off a truck?

They were donations to the goodwill; I am not the only one who got them either, had a few friends who picked some up as well. The guy had to have donated 60 suits; all of them with very short arms.
