FWIW, I don't think of tan penny loafers as either American (New England or otherwise) or even particularly English. If I had to pick a country that I most associate them with in my mind's eye I'd pick Italy or the the South of France. And they're definitely a very casual shoe.

 

Now, those fat-looking cordovan penny loafers; those say American to me.

What about tassel loafers?

I think of them as so incredibly prep trad.

Interesting.  

 

I grew up in the American northeast, and penny loafers with a crew neck sweater, OCBD shirt, sport coat, and no tie were standard casual wear when I was a teenager. 

 

Perhaps a generational difference?
