Is that the tail of the tie extending 3.5 inches past the tip?

From any reputable maker, a L will adjust all proportions, not just overall coat length. On the other hand, I do know some who ask for R's in MTM programs and then lengthen only the bottom of the coat to keep the higher button stance (and pocket placements, etc.).

I just bought a L-sized jacket from BB a month or two ago, having tried on both it and the R version.

It's longer in the jacket (like an inch), but the buttoning point is less low than the increased length in inches (like half an inch). I haven't empirically measured, but that's how it feels. So yes, I think the answer to your question is yes.

It was a different cut, but I'm guessing that it'd be a decent indicator of how they do things.

Suit is a little too short/button stance too high? Trousers are definitely too tight! (You can get away with loose trousers standing/slightly tight sitting but not tight standing, IMO!) That said, and apart from wrong coloured belt, IMO (it should be brown), the colour palette is nice! (I, seriously, need to get an electric blue suit!)
