Good fix by tailor will do, also shorten the sleeve will improve the fit as well

Sometimes this happens when the chest is too tight on a suit, it makes the ends of the shoulder/sleevehead area turn upwards a bit.

If you waterproof it, my understanding is that suede holds up reasonably well. Granted, you shouldn't go wading in your local crick, either.
