how do you guys match colors? . is it general rule. that wearing lighter colors inside and wear darkers outside?

example : white T-shirt + light grey polo + black jacket
?

should lighter colors be worn inside and go darker outside. (light color shirt + darl color jacket)

or dark color shirt + light color jacket (ex. white jacket)
