Occasionally I see shoes that have a steel tap 'in' the toe of the soul. This does not appear to be a tap that has been place or nailed on after the shoe was made. Instead, the tap is flush with the soul of the shoe. Question: Is this specific to a certain shoe maker(s) or is it something a good cobbler can do?

both. some good makers (Edward Green and Vass come to mind) do it as part of some of their orders, and a good cobbler should also be able to do it.
