Most women's selvage jeans sit low on the hips, which is why the sizing doesn't go down as far as you'd expect. From my experience, a girl with a 25" waist would likely wear a pair of jeans with a 28" or 29" waist measurement because they sit so low on her hips. Two brands that I haven't seen mentioned in this thread yet that make an excellent raw ladies jean are Studio D'Artisan (

Don't have pictures or a link to the Rising Suns, but they've got some nice details, like using vintage kimono cloth to line the waistband, and the cuts are great for slim women. In case it matters to you, the SDAs are selvage, the Rising Suns are not. I can also second the recommendation of the Samurai Geishas. My wife has a pair of those, and I can attest that they are really nice.
