Bieber looks like Hell. I don't blame the kid - he probably never knew better than Target before YT changed his life, though he needs to learn how shop for clothes and hire a stylist who doesn't hate him.

does it work because the vest is in velvet? or because of the jeans combination?

the outfit is completely stupid. you can wear vest with jeans. But a proper blue jeans and maybe cowboy vests (tan suede/leather) , corduroy/canvas, or wool. But that thing looks terrible. The fitting is all over the place as well.
