Texture can be visual as well. OP, it looks like it could be corduroy. Funnily enough, I just watched this last week and noticed the wardrobes as well. When I wasn't watching Violante of course.

As mentioned in this article, the suits/coats in the film for Clooney were made by Zegna. I have a cashco (cotton and cashmere : soft, velvet-like) Zegna coat with a similar texture, like this one sold by aportnoy
