From what I gather, you seem to fail to realize how big this show is -- they have over 350 million viewers from all over the world, and while I'm sure you find this extremely interesting, most of those hundreds of millions would not find it even remotely entertaining.
It comes down to numbers -- what do the audience want, and how can we make it appeal to all (most) of them?
Top Gear in it's current form is spot on, and there's no point in changing that. Personally I always look forward to a new episode, and I wouldn't want them to change. Sure, a few seasons back they did cock around slightly too much, and the "Fifteen years later" screens they had whenever timing anything got somewhat annoying, but I wouldn't want just car reviews or boring pieces on how to drive around a track. I'm in it for the entertainment.
The reviews aren't really worth anything either, they're too short to be informative and basically all Clarkson does is drive around a track with no traction control, oversteering and making lots of smoke.
