That sounds like it was a....bad idea. I have no doubt, however, that it was still better than the MoH's speech.

At the last wedding I went to I was informed that i was the best man 30 minutes before the wedding. I had 1:30hrs (during the wedding) to come up with something to say. It was one the better moments in my life.

i have heard one very funny MoH speech which had the crowd in hysterics

but the downside is most of the speech concentrated on her friendship with the bride which mainly occurred before the husband was on the scene - so it was hilarious but really irrelevant.

most weddings ive been to haven't even featured MoH speeches.

I went to one where it was the bride's sister, and she read from a piece of paper and was crying the whole time. I could understand very little of it.

There were three speeches at my wedding. My own, best man and maid of honour. All were done in a matter of 15 minutes. Half the people at the wedding came up and said they were the best wedding speeches they'd heard in a long time. Everyone was clean and classy, well-spoken and brief. I started mine out by saying that the best advice for giving a speeches was to be sincere, be brief and be seated. Everyone laughed. The fact is, people don't want to hear you drone on on about crap. Also, this idea of a bride giving a speech on her wedding day, not sure where that came from but it seems to be popular these days, so some people do that too.
