I think it's impossible. The shoe issue is just too crucial. Anyway, here's something that's a notch dressier than jeans and tee... chinos and tee! Ha. No belt either, so make sure the trousers fit.

Random cheap plastic dress shoes from payless - $30

Can of gold spraypaint for the shoes and belt- $1
FTL white briefs - $5 for 3
Grey knit tie - 50 cents from thrift store (I have only bought 2 new ties in my life)

I'd buy a vest or a sweater with the rest.

actually those chinos go for $48, not $40, lol! But seriously, thanks for mentioning them; I've been looking for a slim-fit, low rise chino !
