Best question yet - the measurement is for the waist/elastic at full stretch (meaning the back waistband goes completely straight and elastic at full tension) so you shoul try to size at your exact waist to the inch on the chart. If you're right at say, 32.5" or 32.6", size up to the 33" actual. There's about .5" or more of give in these before the elastic would begin to bunch and show, the margin might be even bigger than that actually. But do round up within a half inch, because they're fine to shrink to the body, but they're not gomna get bigger than they are, they're still set and tailored on the outside to a certain measurement.
I can't agree more about DTF being overrated. I've only had the one in California once and I never want to go back. Regular dumplings for an expensive price. Although people say the one in taiwan is really good and different.

Why does it have to be dinner in Shiodome? Plenty of stuff near Shiodome, but Shiodome itself is kind of boring and shuts down at night. It's either high-end hotel restaurants or super low end stuff around Shinbashi, Hamamatsu-cho and Daimon, salaryman type stuff. Tsukiji is next to Shiodome basically, and Azabujuban and Roppongi are just down the street, might as well go there for food. More choices and better quality.
Skip the kaiten sushi and get up and have early morning sushi at Tsukiji instead. Kaiten sushi is worse than McDonald's.
