It took a lot of ballsy, off-canon moves with the X-Men franchise (deaths, "cures," etc.) that it was free to take because it did not have the weight of expected sequels behind it. Certainly not the movie that the first two were. Definitely a huge leap down from X2. But it's not like these movies were Citizen Kane or anything to begin with. X1, upon recent rewatching, is actually pretty mediocre. X2 was awesome and definitely the series' high water mark.

To be fair, in comparison to X-men Origins: Wolverine, I would say X3 is watchable:-).
