"Worn and Refinished"?

I saw this on the tag of some shoes at Nordstrom Rack today. Anyone know exactly what that means, or what had to happen to a shoe to qualify it? Low prices, but I feel like I'll always feel like I'm putting on someone's used shit if I buy (which is the reason I don't buy anything on eBay, I like everything 100% brand new). Or does it just mean that they were tried so much at the store that they were looking a bit worn?

I think some of the shoes at The Rack were purchased in the regular stores, worn a few times and then returned for whatever reason, and resoled/cleaned up at the factory, then sent to the outlet.

I thought about that, but these were Ferragamos with rubber soles, and all the soles were still in tact and said "Ferragamo" on them. Now, correct me if I'm wrong, but would that really be worth it? And, also, if they were being sent back to Ferragamo, why wouldn't they end up at their outlets? I actually thought about buying some and selling them myself, as they were only $70 at the Rack, but then decided they wouldn't get enough to be worth it. What made me really curious about the whole thing is that some of the shoes there are in such crappy shape from being tried on so much, yet they were never re-done and are still selling for a higher price. I can't tell you the number of shoes I've turned down there because the uppers were full of crfeases (but they'd never been worn out, because the original soles were still perfect and in tact).
