RLBL suit 40R Navy Pinstripe

Used but in perfect condition, RLBL Navy Pinstripe suit 40R. I have had this since February and worn it about a dozen times but there are no signs of wear at all. It is slightly lighter than a standard navy, with ivory pinstripes 5mm apart. It will be drycleaned prior to shipping. I have had belt loops added to the flat front pants by my tailor and the waist taken in. All measurements are as per below.

Chest: 20in
Shoulders: 18.5in
Sleeve from Shoulder seam: 24.25in (1in to let out)
Hem: 8.75in
Inseam: 31in (2in to let out)

Sounds from the measurements that this would be a good fit for a natural 38 chest? Or does the cut not work like that?

I'm around a 39R, and find that a 40R RLBL fits me pretty well, if not a bit snug at the waste. Only problem for a true 38 might be the shoulders, as a 40R RLBL will be 18.5"
