"Steel-jacketed exploding hollowpoints" is something of an oxymoron. However, there are certain high-performance tactical ammuntion available, and it is important to know that in some jurisdictions, carrying this ammo in your gun is a violation of the law. In many more jurisdictions, use of such ammo 'in a crime' yields extra prison time.

Basically those ones that really spread out
but its metal like razor blades. The black talon
types (removed from market but i've seen
similar products in the store). They're like a step
up from the normal expanding hollow point.

I can't believe some of the crap I read. Hollowpoints don't explode. They expand. But not always.

Second. In all my years I have never seen any ammunition labeled as "anti-terrorist." Not even in a video game.

Third. Black Talons were not removed from the market, but designated as Law Enforcement Only by the manufacturer. Most likely as CYA and it probably works well as a marketing gimmick to the LE community. Black Talons have since been updated and improved with the newer Ranger series of ammo which are still designated LE Only, but are perfectly legal for private citizens to purchase, own and use. While both Black Talons and Rangers do have sharp metal tips when expanded, these are the only hollowpoints on the market that have this feature. All other hollowpoints do not. As noted above, some jurisdictions do prohibit private citizens from using hollowpoints. Check your local laws to make sure you are in compliance.

Lastly, I would avoid ball rounds unless reliability in your gun is compromised by anything else. Ball rounds tend to overpenetrate and endager those who are not your intended target. Remember YOU are responsible for every round you fire. Intentional or otherwise.

I personally liked Speer Gold Dot or Federal Hydrashok depending on the caliber, and particular gun I was firing.

I believe the RangerXT is the civilian variant and is open for distribution to anyone. I think the only difference is the color or something. The "razor tips" crap is just marketing. They're just high quality hollowpoints.

All Winchester hollowpoints with the Ranger label are LE Only per Winchester's policies. Winchester SXT(sometimes referred to as Same eXact Thing) is different from the Ranger and Black Talon ammo. The bullet is designed differently and does not have the "talons" when expanded. They're also considered middle of the road performers in the FBI's testing protocol for bullet performance.
