That tends to be the case everywhere in Asia though; there are red light districts with various rackets aimed at white tourists/transients, and then there will be red light districts elsewhere for locals. Depends on the amount of mob interference but I find that in the case of the former, the girls can work as their own proprietors and run shop on their own, key in and out for work and go out and party after work, I assume they casually cut in their protection some percentage of money; the latter are through and through sex slaves and would have repercussions if they ever ran away. Here locally, I shop for some of my groceries in the middle of a big brothel/hostess bar/transgender club/gay bar area at least once a week; the Indian and Nigerian markets tend to have lots of obscure stuff and rare fresh produce. Whenever I'm in the area after 5 or 6, most of the hookers that usually hang out in the doorway will drop the curtain, run inside and slam the front door, snap the deadbolts closed, they don't want to look at me. I was born locally but I have lived overseas all my life, and don't look like a local, most Koreans ask me if I am Japanese because I have some wild hair and don't have a pancake face, and I get ripped off all the time, so if I ever find myself passing by a brothel for locals, I get the same treatment, curtains drop, doors close.
