You would definitely look a million times better with a different hairstyle. Do an internet search and find a good salon near you, one that preferably is known to do a good job with mens hair (not a barber). Pay the money, find out what style would look good on you, and get them to cut your hair at least once. Then you can go to a less expensive place and tell them how to do it if you can't afford to continue going to the salon.

Also, just kind of a nit picky thing, but you could stand to pluck your eyebrows a little bit in the area between your eyes. They are too dangerously close to a unibrow and look kind of funny. Buy some tweezers (similar to this:
