1) What are the healthiest spices to use? I heard red pepper is actually healthier than black pepper.

2) Can I save time and add flavor by putting spices in boiling water while boiling or steaming vegetables?

The difference in possible health effects between red and black pepper is so minimal that you should go with whichever flavor you like best.
