interesting little side note on that...in the lead up to the Lunar New Year, the streets are lined with people selling empty bottles of just about anything high-end. It's a nice side earner for bar staff, who sell the empties to the vendors. The reason? Locals buy them, fill them up with cheap ass local liquors of the same color, and serve to their relatives in the festive season where they all toast their wealth, taste and appreciation for The Finer Things. Small-timer trick: I actually save all empty wine bottles, refill them with water and use them as ballast in the wine cellar. The wine cellar is too big, and the climate control will work too hard if the cellar isn't full. It's more economical if the cellar is full (some temperature/physics reason I don't understand). So, if you don't have enough wine to fill the cellar, fill it with bottles filled with water.

Oh they do that year round, I've had some evil evil fake alcohol hangovers...but it is normally pretty controlled - an organised crime thing in large volume that you don't really see, but you damn sure taste, and damn sure feel.

Just at Tet it is everywhere and out on the streets with vendors selling it to passersby for DIY Blue Label.

He's doubly poor. Not only can he not afford to fill his wine cellar, he's even doing things to conserve electricity. Energy management is for uber-small-timers.
