I bought a cover from a company "protect a bed" (and they're in Toronto too). It was pretty cheap and works just fine. I especially make sure to bring it with when i'm crashing somewhere new for a few days/weeks, like a dorm, hotel, etc. As much about the bed bugs as the general dust, allergens, and incase I pee pee, or have one of them squirting girls on my hands, as you all know.

Memory foam matresses don't have material, so bedbugs are much less likely- they can live in your pillows and linens, but not the matress itself. Tear up carpet and go with hardwood as well. Reduce their livable enironment and you have much less to worry about.
