I isn't debatable the East is better than the West. I think the South has good argument against the West.
Best/Most important groups- NWA vs OutKast, etc
Best Rappers: Ice Cube, Snoop, Too Short, Game, DOC(tech a southerner though), Ren, etc vs Scarface, Bun B, Andre3000, 8Ball, T.I etc

I think I give the South the edge.

The South has been more influential on hip hop over the last decade than any other region. Sometimes for better, sometimes for worse. But it's been a ridiculous center of gravity.

There are a few notable exceptions (The Pharcyde is one of my favorite hip-hop acts of all time) but the east coast made rap what it is and has carried it on its back. Its not even close.

In a sense you are right, but don't discount Chicago. The style of production that Chicago producers were using became pretty big...
