I don't think letting the waist out will work for wearing them lower because then the crotch will hang too low. The pants seem to fit well already, but if you want a pant with a lower rise, then I'd suggest returning these and finding another pair.

They are too slim for you to be wearing boxers underneath but not too slim in general.

If you don't already, you should start wearing boxer briefs for slacks.

This. I just had this done to a pair of suit pants with the same problems as your trousers, and the difference was night and day - not to mention its about the cheapest alteration ever.

I have tried letting the waist out for similar issues several times. The effect on the pockett thing will be minimal. The thing is, this will make the waistband looser which is not really needed if you are comfortable. If you overdo it, you end upp with slipping pants that are to tight at the croch. I's say accept it as it is or return it for a bigger one that will be taken in at the waist.

The waist looks fine. That cut of pants will not fit right if you take the waist out. The seat needs to be let out a small bit. That will take care of the issue of the pants riding up in the back and the pocket flair. If you want the pants to sit lower at the waist, you need to get pants with a lower rise.

Looks tight in the hip area. The front hip pockets look like they're standing away from your hips. Also, there's horizontal pulling at the side between front and back pocket. I think letting the pants out some from the back rise would help some.
