An extra 2" ease on-top of the body measurement sounds about normal. The 9.75" arm-hole on your BR shirt would make 19.5" total, which is only 0.5" larger than your body measurement. I suspect that you're taking the body measurement wrong, because if you weren't then the arm-holes on the BR shirt would be unwearably small.
