Just open up the outseam as far up as you want the taper to be, measure out what you want your new leg opening to be (remembering .25"-.5" from each side goes towards the seam allowance), mark the taper and cut the denim, and then sew it all back up and press the seam open
I would give it to a tailor, as I don't trust my abilities to make a quality seam that could withstand biking and all that. You're right about the crotch though... plus there would be some weird effects on the pockets and everything. I will stick with a taper
